The limited capacity of local governments to translate institutional planning into effective results is an issue linked not only to technical and administrative resources but also to cooperation, trust, and information exchange with external stakeholders. The objective was to analyze the capacity to implement institutional plans in relation to the relational capital of local governments. A quantitative, descriptive-correlational, non-experimental, and cross-sectional study was conducted with a population of 120 public servants and a stratified probability sample of 92 participants; data were collected via a 24-item questionnaire and document review, and analyzed using descriptive statistics, Cronbach’s alpha, McDonald’s omega, Spearman’s rho, and multiple regression. Results showed mean scores of 3.62 for implementation capacity and 3.69 for relational capital; both variables exhibited a strong positive correlation (ρ=0.714; p<0.001). Information exchange showed the strongest dimensional association (ρ=0.689; β=0.397; p<0.001), while the model explained 54.8% of the variability in implementation (R²=0.548). It was concluded that strengthening cooperation, trust, and—especially—information exchange contributes significantly to consolidating the capacities required to implement institutional plans.
